Matching a CTV audience plan to household viewing
Plan CTV audiences around household viewing by checking identity units, co-viewing, targeting eligibility and forecast coverage.
A CTV audience plan should state whom the brand hopes to reach and what the available viewing signal identifies. A household, signed-in account, television device and individual viewer are different units. Plan at a level the supplier can support, and allow for several people watching one screen.
Describe the viewing occasion
Begin with the intended customer and the message. A homewares brand might seek households considering a move while addressing whoever is comparing furniture. A household can be a useful planning unit, but an ad on its TV does not prove that a particular decision-maker watched.
Co-viewing matters for the same reason. Some measurement systems estimate additional viewers with models; they do not observe every person in the room. Decide whether the campaign needs household coverage, an estimate of individual reach or a narrower logged-in audience. Request the definition and method behind each figure.

Check the signal behind each audience claim
Ask what makes a household eligible. Depending on the buying path, targeting may use account information, device identifiers, content context or a matched advertiser list.
A content category describes context, not a viewer’s personal interests. An account or device can be shared. A matched list covers the records that can be matched and used in that buying path.
Availability varies by platform, inventory and location. Ask each platform how it classifies app or site categories and video-content genres, and what availability applies to each audience option.
Check any identifier requirements and restrictions on combining audience sources for the specific CTV inventory. Confirm the intended segment’s eligibility and inventory availability in the actual Australian buy before using it in a forecast.
Keep the plan deliverable
Write the audience in layers: required geography and inventory eligibility first, then useful refinements. Ask for an availability estimate as restrictions are added. If the combination of location, segment, content and dates leaves little eligible inventory, reconsider the least essential condition or the objective. A broader audience is a planning option, not a promised performance improvement.
Use separate publisher estimates unless a documented method accounts for overlap. Request the reach unit, reporting window, device coverage and handling of unknown identities. A household reach metric may estimate households across several devices, but it does not identify which resident watched an impression. Confirm the dimensions and coverage supported by the reporting product.

After delivery, compare the reported audience and inventory with that brief. If a report uses modelled people while the plan used households, label the difference. Keep conclusions within the identity and inventory the evidence covers.
